Kirkland suggests that integration is a matter of conditions that give true choices. He contrasts integration to “false choice,” acts of desperation that toss fugitive bodies in transit to places where children find themselves unwanted. Kirkland suggests that integration is the expansion of freedom—both the freedom to move and the freedom to remain still.
