dc.description	חיים גבתי (כבר לא שר) מדווח לחברי הועדה על תוכניות ורצונות הוועדה הבין-גופית והבין-תנועתית, שמרכזת גרעינים להתיישבות. הוועדה רוצה יותר התיישבות, בכל הארץ. גבתי מציע שרמת ההכנות בשטח לפני הגעת גרעין תהיה נמוכה יותר, ולכן זולה יותר, וגם תאפשר למתיישבים להשתתף בעצמם בבניה. ועדת השרים הסכימה עם רוב הדברים.
