Abstract: In this piece, Norm discusses the New York City Independent Budget Offices' study that showed that the late calendar year birth dates of some of the city’s public school students were strongly correlated with those students’ placements in special education programs. Norm also reflects on his schooling experience as a way to further explore how labels impact the way schools and educators treat students.
