Truck's license plate, partially visible, reads "NY," "Commercial" and "312" or "313." Another truck appears to be visible diagonally behind him (tandem plowing?). A car with two men is parked at the curb in the background. Partially-visible numbers "21602" on their license plate. A wagon wheel and possibly a horse are visible behind the Department trucks.
